Rachael Tremblay, MPA, BPl
Rachael is a seasoned local government professional with a Bachelor’s degree in land use planning and a Master’s in public administration. With over ten years of experience in municipal government, she has managed a range of complex development proposals from multi-family, industrial, commercial and agricultural as well as drafted bylaw amendments, particularly in response to new and changing legislation. Throughout her career, Rachael has handled multifaceted development applications that required coordination with multiple stakeholders including federal and provincial agencies, utility providers, and community groups. Her comprehensive understanding of community planning principles has been enhanced by her policy review work and regulatory bylaw drafting. Rachael also holds certificates in government service delivery and urban design.
At Praxis Solutions, Rachael has focused on the design and management of digital solutions aimed at improving development services departments and streamlining the approvals process. She is deeply committed to change management and business transformation. Rachael thrives in mentoring junior planners, emphasizing the value of mentorship and collaborative learning. Her extensive experience in the Lower Mainland and Northern BC has honed her ability to adapt planning strategies to local socioeconomic, environmental, and cultural contexts.
Nicole Fraser, BPl
With a Bachelor’s in Northern and Rural Community Planning and advanced studies in Political Science, Nicole brings comprehensive, hands-on experience to Praxis Solutions from her extensive work in local government. Nicole thrives in environments that require communication, collaboration and strategic foresight, particularly in policy development and drafting bylaws and advising on land use applications. Her deep understanding of the legislative aspects of land use and economic development across British Columbia enables her to navigate the complexities of municipal governance effortlessly, ensuring precision in regulatory compliance and sensitivity towards community engagement.

Nicole’s active involvement in Northern BC including co-hosting Local Matters on 93.1 CFIS discussing regional issues reflect her commitment to understanding and fulfilling the needs of the unique communities we serve. By integrating real-world challenges with academic research in her ongoing pursuit of a Master’s Degree in Political Science, Nicole enhances her consultancy approach, bringing innovative, practical, and implementable solutions to the table. Sandra Jensen, BSc, RBO
Sandra is a level 3 building inspector, level 1 plumbing inspector and plan checker registered with the Building Officials' Association of BC. As part of her 10+ year in development services, she is accomplished in all areas of permitting for construction including permit applications, review and inspections. Sandra’s breadth of knowledge and experience has given her an excellent understanding of best practices and methods in the industry which greatly benefits those who work with her. As an experienced building official in northern British Columbia, Sandra recognizes the distinct construction methods, materials and techniques required to build in the north and the construction challenges facing rural communities. By staying up to date on innovations in the industry, Sandra is able to be flexible and adaptable while ensuring all code requirements are satisfied.
Sandra has a Bachelor of Science in Bioengineering with a minor in Chemistry among other certifications in accounting. Her experience, analytical mind and detail-oriented nature make her an exceptional addition to Praxis Solutions.
Alison Morton, RBO
Alison is a seasoned building and plumbing inspector with an educational background in architectural and structural design. With over a decade of experience in building inspection, Alison holds Level 3 Building Inspector and Level 2 Plumbing Inspector certifications. Her career began in architectural drafting and evolved through various technical and inspection roles where she developed a deep expertise in interpreting and applying the B.C. Building Code. Alison’s practical skills are complemented by her proficiency in technical writing and business communications, ensuring thoroughness and compliance in all projects.
At Praxis Solutions, Alison's comprehensive understanding of building practices, along with her commitment to staying current with code updates, makes her a valuable asset. Her knowledge of design and ability to inspect and manage structural requirements effectively supports Praxis Solutions' mission to deliver top-quality, compliant building compliance solutions. Alison’s dedication to her profession is evident not only in her work but also in her service as a volunteer firefighter, highlighting her commitment to community safety and well-being. Jeremy Hedstrom
Jeremy is a skilled Building and Plumbing Official with extensive experience in the construction and municipal regulatory industries. With professional qualifications including a Level 2 Building Official certification and Level 1 Plumbing Official certification from the Building Officials Association of British Columbia (BOABC), as well as a Carpenter Inter-Provincial Red Seal Endorsement, Jeremy brings a robust foundation in building safety and compliance. His career includes roles such as building inspector and plan checker, where he consistently ensured the integrity and safety of numerous building projects by meticulously reviewing permit applications and performing detailed inspections according to stringent codes and bylaws.
Jeremy's background also encompasses a significant tenure in construction management, having served as a foreman and supervisor for several construction firms where he led diverse teams, scheduled works, and managed client relations. His hands-on experience in both the public and private sectors equips him with a unique perspective on project management and compliance adherence from inception to completion. Jeremy’s ability to engage with the public and professionals alike, coupled with his thorough understanding of building and plumbing regulations, makes him a valuable addition to Praxis Solutions. His expertise not only enhances our project delivery capabilities but also fortifies our commitment to upholding the highest standards of safety and efficiency in the industry.
Tarra Latkowski
Tarra Latkowski is a highly proficient Geographic Information System (GIS) Technician with over twenty years of dedicated experience in GIS technologies and project management, most recently in the realm of urban planning and development initiatives. Her experience includes providing essential GIS support from project design to completion, managing sophisticated software platforms including ArcGIS Pro and ArcGIS Online, and spearheading the development of intricate data models and cartographic projects. She effectively translates complex GIS data into accessible public resources and leads initiatives to innovate and enhance geographic data presentation and utility.
Previously, Tarra contributed significantly to forestry project developments, utilizing her skills in GIS alongside AutoCAD to produce and manage forestry data, ensuring efficiency and consistency in data handling for accuracy in decision-making. Her expertise also extends to optimizing project workflows through the development of automation scripts and improving user interfaces to enhance data reusability and standardization. Tarra holds an Advanced Technology Diploma in GIS and a Bachelor of Science in Geography, which underpin her technical capabilities and strategic insights in the field. Her ability to implement innovative solutions and her commitment to delivering high-quality, impactful results align perfectly with the values and objectives of Praxis Solutions, making her an invaluable addition to our team.
